I know this might sound ancient school, but why not just use an FTP or SFTP server. You can access it through the web and I believe it automatically shows the thumbnails of the pictures in the folders. It’s cheap to setup and requires very small configuration and managment. That is what our company does to manage the pictures for our design team.
If I know your delima correctly, the way I would do it is using a web site. that shows the thumnails of the images and the builder of the site can go them and any other documents and can also expand this by clicking on the images and blow them up to full size anchors can be added to any image, or text to go to another location if you desire.
All of the content is sored on the Host’s server thus not cluttering your’s. You can also have more than one person as adminstrator to add to or subtract content as needed.
